           < A Study on the Cause and Preventive Measures
             according to Analysis of Industrial Disaster >

   Industrial disasters by the industrialization has given a loss
  of many lives and property damage to us. The industrial disaster
  refers mateial accidents, and recently in proportion to rising of
  the urge for safety the seriousness is also on the increase.
  
  
   Now that the question of industrial disaster is not limitted to
  a certain side alone, examining the importance of interrelational
  efforts of the three sides (the worker, the enterprise, the
  government), this study aims at three purposes of improving welfare
  for workers, of elevations productivity, and of minimizing national
  loss.
  
  
   Accodingly, this study examined,
   The introduction in chapter Ⅰ,
   general remarks in chapter Ⅱ,
   The present condition of industrial disaster in our country
  in chapter Ⅲ.
  
  
   The present condition of industrial disaster in D group as an
  actual proof in chapter Ⅳ.
  
  
   The preventive measures of the three sides based on statistical
  data which were gained through chapter Ⅲ, Ⅳ.
  
  
   And as conditions, more inclusive counters measures than those
  of chapter Ⅴ in chapter Ⅵ.
  
  
   To put the conditions more concretely,
  
  
   Firstly, the workers should,
   1) Upgrade safety and health recognition
   2) Observe safety and health regulations and acquire a good
      habit of putting on protection gears.
   3) Participate in the safety and health education for the
      familiarization of knowledges about safety.
   4) Exclude any defect action and ask employer correction of
      the safety items.
   5) Promote the safety operation such as Zero-diaster movement.
  
  
   Secondly, the enterprises should,
   1) Take a series view of safety recognition on the basis of
      human respect and practice it increasingly.
   2) Increase investment to safety and organize the safety system
      and encourse the operation positively.
   3) Operate the health and safety education and strengthen safety
      patrol.
   4) Improve working circumstances by managing regular safety
      inspection, diagnosis of the safety-health, and direction of
      adjustment.
   5) Cooperate with the goverment policy.
  
  
   Thirdly, the goverment shohld,
   1) Inspire pan-national safety and health recognition by means
      of public information.
   2) Strengthen direction and patrol by arranging more realistic
      regulations.
   3) Foster and station experts in in order to efficiently manage
      the spot direction and a preliminary inspection.
   4) Extend the financing for equipment for the prevention of
      industrial disaster.
   5) Make dfforts for the confidence-reestablishment and endeavor
      to prevent all of similar disasters.
  
  
   As mentioned above, when all of the three - the workers, the
  enterprises, the goverment - try to promote the safety management
  under the principle that the basis of the industrial disaster
  prevention measure is on the humanitarian view and "all the
  disasters are possible keep away", eventually the disasters can
  be prevented.
