A STUDY ON THE PREVENTION OF ELECTRIC SHOCK ACCIDENT IN THE
CONSTRUCTION SITES

Construction accident rate in Korea show a trend decreasing since
1982, but show a trend increasing since 1989.
Only for a year in 1992, the number of the injured of dead is 42,
302 people, it brought not only the priceless loss of individual
life but also 1,000 billion of national economic loss.
Conventional accidents such as falling, dropping, flying, collapse,
breaking down, and so on, reads 70% in the construction sites. But
the countermeasures for such kind of accidents are not complicated
in technical aspect and are well known to construction engineers.
Therefore the prevention for conventional accidents type through the
general education and various enforcements can be possible.
However, accidents by the electric shock which the frequency is low,
but the severity is high require the technical prevention measures.
On the other hand, the construction workers and most construction
engineers don't know the accident causes. Also the electricity can't
be perceived by eyes. these reasons bring about a lot of
difficulties in construction accident prevention.
This study presents the prevention measures mainly on the technical
matters through the literature survey, accident statistic analysis
and electric shock case study.
Particularly 51 cases of electric shock death accident which
happened in construction sites from January '92 to September '92
were precisely surveyed. As a result some characteristics on the
contrary to the conventional accident such as falling, dopping,
flying, collapse, breaking down, have been found.
1) In the construction work management aspect the most frequent
group which accidents happened is construction work ordered by
corporation body (43%), construction sites which the work is 81%
finished (49%) and construction sites employed below 50 workers
(47%).
2) In the human environmental aspect of the injured the most
frequent group which dead accident happened is workers whom
belong to the contractor(54%), electrician(27%), 21-30 yeras old
workers(37%).
Also, in the workers group who have experiences below 3 months in
construction sites and workers group who have experiences below
1 year in the same work, the dead accident are happened the most
frequently.
3) In the accident occurrence time aspect the most freguent time
which accidents happened is July and August which are rainy
season, and 13:00-14:00 which drowsiness appears apparently.
Classified by voltage, accidents are more happened in the
handling of law voltage than high or special high voltage.
In the cause of accidents, the use of leaked electric machine
and equipment is 43% among totally 51 accidents.
Therefore to minimize the accidents which happened in the
construction sites, intensive safety education in handling of low
voltage for the new workers who work in the small size of
construction sites ordered by corporation body is essential before
work starts.
Equally, technical safety measure in advance for the hazard of
electrical leakage in the use of electrical machine and equipment
is the best way.
