               거푸집공사의 중대재해 예방에 관한 연구

   본 연구는 거푸집공사중 발생하는 재해를 예방하기 위하여 관련문헌 및
  안전작업지침 등을 고찰하고, 또한 설문조사, 현장실태조사 및
  중대재해사례를 비교 분석하여 재해요인을 구조적 요인, 작업적 요인,
  제도적 요인으로 분류 도출하였다. 도출된 재해요인과 현재 우리나라에서
  시행되고 있는 산업안전법령 및 산업안전기준의 위험예방조치들을 비교
  검토한 결과 안전규정을 철저히 준수하면 재해감소효과를 얻을 수 있다고
  사료되지만 보다 실질적이고 적극적인 재해예방을 하기 위해서는 다음과
  같은 재해예방대책이 함께 시행되어야 한다고 결론을 지을 수 있다.
  
  
   1. 거푸집지보공 및 작업발판구조는 상부 하중에 대한 구조검토를
      통하여 안전한 구조로 설계하고 지주, 이음새, 마디 등 부재의 배치
      및 치수가 명시된 상세한 조립도를 작성하고 조립도에 따라
      조립하도록 한다. 또한 거푸집지보공 및 작업발판구조에 대한
      작업감독 절차를
      ①조립도 검토 및 승인
      ②조립용 재료의 현장반입 검사 및 승인
      ③조립도에 의한 조립검사 및 시방에 따른 콘크리트 타설 순서의
        확인
      ④해체계획서 검토 및 승인
      의 4단계로 구분하여 공사감리원이 감독을 철저히 하도록 한다.
  
  
   2. 거푸집지보공작업 시작전에 동일 현장내의 다른 작업반에
      작업내용을 통보하여 상하 동시작업 및 근로자 출입을 금지하고
      추락 및 낙하물 방지망 등 안전시설을 설치한 후 작업하도록 한다.
  
  
   3. 거푸집지보공 및 작업발판에 관련된 제도적 보완사항으로는 다음과
      같다.
      ①설계하중, 구조형식, 사용재료, 재료검사방법, 설계, 감정에
        관한 기준을 개정 또는 제정한다.
      ②거푸집지보공의 설계는 구조물 설계자가 콘크리트 구조물의
        설계와 함께 하도록 하고 구조물 설계도와 거푸집지보공
        조립도를 함께 납품하도록 설계용역계약제도의 개선을 필요로
        한다.
      ③건설현장 사무실과 작업장에 거푸집지보공 및 작업발판구조의
        조립도, 시방서를 근로자가 항상 열람할 수 있도록 비치할 것을
        시공자의 의무로 규정한다.
      ④거푸집지보공 작업의 감독업무를 공사감리업무에 포함시켜
        감리원이 수행하도록 제도화가 필요하다.
      ⑤거푸집 및 지보공의 조립, 해체작업은 위험공종이므로 50세
        이상의 고령자 취업을 제한할 근로자 취업규정의 개선이
        필요하다.
      ⑥공사품질향상을 위하여 거푸집공사 기능교육을 하는 전문기능
        교육기관을 설립하여 근로자들이 작업기능, 안전조치 등 교육을
        받도록 하고 이 교육수료자만 거푸집공사를 할 수 있도록
        제도화가 필요하다.
      ⑦지지력이 크고, 조립 해체가 쉬운 거푸집지보공재의 개발을
        위한 제도적 육성책이 필요하다.

          A STUDY ON THE PREVENTION OF HEAVY DISASTERS IN
                              FORMWORKS

   This study is performed to suggest prevention measures for
  heavy disasters during formworks by considering various casual
  factors.
  
  
   The results are as follows :
  
  
   1. Formworks staging and working platform are to be fabricated
      according to the detailed fabrication drawings which are
      prepared through the structural analysis under loading
      condition. The inspection for the fabrication of formwork
      staging and working platform is to be carried out by the
      site engineer in the four procedures as follows.
     (1) approval of fabrication drawings upon submittal
     (2) approval of material upon site delivery
     (3) inspection according to the fabrication drawings and
         approval for concreting
     (4) approval of removal upon the detailed plan.
  
  
   2. Fabrication and removal of formwork staging are to be executed
      after communication of other working teams in the same place
      and after installation of safety facilities such as safety net
      against falling of laborer and material drop.
  
  
   3. The standards for design load, structural shape, materials,
      material test, design and inspection for formwork staging and
      working platform are to be established in detail. Also legal
      articles are to be established in order to assist the
      development of formwork staging materials which are more
      convenient to provide higher strength and to handle in
      fabrication and removal. Contracts for design and engeneering
      of concrete structures are to be changed to include the design
      of formwork staging so as to submit the drawings of structure
      and formwork staging together to the clients.
  
  
   4. Fabrication drawings and specification for formwork staging
      and working platform are to be presented to the formwork
      laborers for review at site office and work site under
      contractor's duty. As the fabrication and removal of formwork
      staging are dangerous, laborers over 50 years old are to be
      legally limited in the formworks, For unskilled laborers,
      professional technical schools having formwork technical
      course ahr to be established and to educate laborers for
      formwork technics, work methods, safety measures, etc. The
      only laborers upon graduation of the education are to be
      permitted to work in the formwork staging.
